I don't know, but I'm just going to throw this out there! Ballon pops in USA, now balloons in south Korea. Then this! Spy satellite from North Korea didn't make it. So my theory is that the balloons has nano transmitters, very small not easily visible to the naked eye. They are like little glitter. Insert that inside the balloons, once they pop, the nano transmitters are released on the air spreading across the country. They launch their spy rocket, connect to the nano transmitters and pick up data. 🤔
