Judge declines to force FEMA to release funds for US emergency alert system | AP News
A federal judge has refused to order the Trump administration to immediately reimburse dozens of public broadcasting stations for upgrades to the nation’s emergency alert system.

The real question here is who is right in their statements? FEMA or the US emergency alert program. Is it necessary to up grade to run the system or just a perk to upgrade?
